NavCtrlPR does not take in account the language in Open UI.
The issue can be reproduced at will with the following steps:
1. Administration - Data > List of Values
2. Query for NavCtrlPR and Parent LIC = Desktop
3. Activate all the Languages
4. Connect to callcenter_enu
5. Navigate to User Preferences > Behaviour
6. Try to Select Navigation Control and will have values for three languages: ENU and German and Italian
