Communication Outbound Manager not working and Emails in QUEUED state. (Doc ID 1681439.1)

Symptoms

On : 8.1.1.3 SIA[21219] version, Comms Server & Email Response

ACTUAL BEHAVIOR
---------------
The CommOutboundMgr component is online but it does not process any tasks. The customer restarted both the Siebel application and component several times but it does not work. The component is not in running state on production env and e-mail are not delivered.

The customer enabled the CommOutboundMgr component on another Siebel server and this processed emails correctly.

In the Export of the SRM_REQUEST table they could see that the EXEC_SRVR_NAME column is either NULL or had a value of the Siebel server where the CommOutboundMgr component that was working was running.
