Symbolic URL is not refreshed when field updated (Doc ID 1904863.1)

Symptoms

Changing the value of a field is not triggering refresh of applet displaying a Symbolic URL utilizing the field value.
Immediate Post Changes = "Y" on the field.
Argument IsRecordSensitive = TRUE is set on the symbolic URL.

The applet displaying the Symbolic URL is only refreshed when:
a) user navigates to a new record
b) user saves record (either explicitly or implicitly thorough navigation)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to applet and change field value.
2. Navigate out of the field using tab or clicking on a different control in the applet.
3. Applet displaying Symbolic URL is not refreshed to re-display contents based on new field value.
