Symptoms

When attempting to log into Siebel OM using COM (VB .NET... using COM Data Control), error "SBL-DAT-00340: Logins are currently not allowed. Contact your system administrator." is being generated. This is working in 8.1.1.11.7, but not in 8.1.1.11.8.
