After migration of the existing Siebel Server to the new Siebel Server, Siebel Report fails with SBL-RPT-50580: Can not get file "?".

Information in this document applies to any platform.
Database and Siebel Server definitions are migrated from the existing Siebel Server to the new Siebel Server environment. While a web client works fine, it cannot generate a customized report.
- There is an error message on the client browser.
Can not get file "?". (SBL-RPT-50580)
- There are error messages on the object manager's log file.
SBL-RPT-50580: Can not get file "REP_002_1.rtf".
