When changes made in the Siebel Time Zone definition will be taken into effect (e.g. shift for a daylight saving hour)? (Doc ID 1934004.1)

Goal

QUESTION:
---------------
Please advice at which hour exactly should the manual time zone change (correction) be performed for Siebel CRM Enterprise.

Example:

We are going to change the time on 26th of September 2014 from GMT + 3 to GMT +2
The procedure we do to make this change is to go to Administration Data --> Time Zone Administration --> query on our local time zone: MyCityTZ (this time zone is is also specified in the Application System Preferences)

In details view we add new record with start date 9/26/2014 and UTC offset is 120

How and when Siebel CRM Client starts display the time stamps, such as "created by", "updated by" and "start time"  ("Action" Business Component) fields according the defined time zone's time change?

What will be the time when it happens? Would it be time of change counted by  GMT time or local Time Zone (MyCityTZ) time?
