Patch Installation Showing Blank Screen On Step 4 : Installation Migration Details

In development, there were 3 servers, one Gateway server, one Siebel server and one Web server. The patch installation of from for the Gateway and Web Servers are all working fine. On the Siebel server when trying to run the installer to patch up to, it is failing after selection of "Migrate Installation" on Step 3. The Step 4 is showing blank page where it should be showing the Oracle Home Name and Oracle Home Location. When invoking the installer with debug mode, it is showing error reading the vpd.properties file.

Error when running setup.bat -debug:

Exception in thread "main" java.lang.NumberFormatException: For input string: "4_1_2"

The issue can be reproduced at will with the following steps:
1. On the Siebel server, invoke the installer as below:
C:\Siebel_Install_Image\\Windows\Server\Siebel_Enterprise_Server\Disk1\install>setup.bat -debug
2. On the screen showing Step 3, select "Migrate Installation"
3. Click Next
4. The installer proceed to Step 4 but showing blank screen.
