Siebel IP2014 Generate Merge Report or IP2014/IP2015 Generate Seed Conflict Report Fails (Doc ID 1949782.1)

Symptoms

Upgrading Siebel from 8.1.1.11 to 8.1.1.14. It fails while running the Upgrep step "Generate Merge Report" in the development environment.

Upgrading Siebel from 8.1.1.10 to IP2015: Upgphys fails while running the step to generate the seed conflict report (executing "SeedConflict.jar"), an optional step, in the development environment.

These symptoms may also occur in Siebel current releases upgrades.
