Internet SMTP/POP3 Server Stop Pulling Emails From POP3 Server using TLS/SSL CONNECTION

Symptoms
Siebel Application on AIX platform is not able able to retrieve messages from POP3 Server over SSL connection.
If the SSL is disabled, then POP3 communication works fine and email are retrieved from the email server without any issues.
Most of the time the Response Group Profile just stop pulling emails.
Some error can be observed but not exactly at the same time the profile stops:
POP3SMTP[10/20/2014 03:56:46]:ERROR:Socket error 1180852: A connection with a remote socket was reset by that socket.
POP3SMTP[10/20/2014 03:56:46]:ERROR:Error receiving data over socket
POP3SMTP[10/20/2014 03:56:46]:ERROR:Socket error 1180853: There is no process to read data written to a pipe.
POP3SMTP[10/20/2014 03:56:46]:ERROR:Error sending data over socket
POP3SMTP[10/20/2014 03:56:46]:ERROR:Error writing CRLF terminated line to output stream

Upon analyzing the network traces using Wireshark, we have observed "Encrypted Alert" message in SSL protocol:
