Issue In Upgrade Promotion For Network Note Product

Symptoms
When upgrading a promotion having product component with Network Element Type = Network Node gives wrong action code.
The issue can be reproduced with the following steps:
One root product created as
TEST NETWORK NODE, having network element type as "Network node"
Also have a child product "TEST NETWORK NODE CHILD
Two promotion created with Upgrade path defined between as
PROMOTION TEST 1, Having "TEST NETWORK NODE" associated as 1,1,1 with action as Disconnect
PROMOTION TEST 2, Having "TEST NETWORK NODE" associated as 1,1,1 with action as Disconnect
Created an order and selected the promotion PROMOTION TEST 1.
The line item looked like
PROMOTION TEST 1
TEST NETWORK NODE
|__TEST NETWORK NODE CHILD
Asseted the Order.
Navigate to Accounts>>Installed Assets >> Line Items Details. Only then would you see the network products
Click on the Upgrade Promotion from the Menu.
Select PROMOTION TEST 2
New Order created with below structure
PROMOTION TEST 1 - Delete
PROMOTION TEST 2 - Add
TEST NETWORK NODE - Add
Expected structure
PROMOTION TEST 1 - Delete
PROMOTION TEST 2 - Add
TEST NETWORK NODE - Update
