Symptoms
On 8.1.1.14.5 [IP2014] version with BI Publisher 11g when attempting to generate report from open UI, it is failing the following error :
"Report has completed with an error SBL-RPT-50592"
SBL-EAI-04311: Operation 'runReport' is expecting a response but no response was received.
SBL-RPT-50524: BIP Publisher Failed to Generate Report
BI Publisher Error:
java.lang.OutOfMemoryError: GC overhead limit exceeded
Steps to reproduce

The issue can be reproduced at will with the following steps:
1. Login to siebel with user credentials
2. Navigate to the report "Account List" registered view
3. From the report menu icon, select records and click ok in the popup window to generate the report.
4. Report generation ends with the error.
