On : 18.104.22.168.5 [IP2014] version, Comms Server & Email Response
When sending email out using BS Business Service 'Outbound Communications Manager' invoking method: 'SendMessage' the CommOutboundMGr task takes about 30 minutes or more to complete. Because of that component quickly reaches MaxTasks and need to be restarted.
The behavior started after upgrade from Siebel 22.214.171.124 to 126.96.36.199 PS 5.
The CommOutbundMgr should be executed very fast in a couple of seconds.
The issue can be reproduced at will with the following steps:
1. Start Siebel Server
2. Execute the Business Service 'Outbound Communications Manager' invoking method: 'SendMessage' to send some emails out.
3. Some email takes more than 30 minutes to go out
4. CommOutboundMgr tasks start to increase fast.
5. Component reaches MaxTasks and need to be restart to recover.
