State Model Enable Child Modification BC User Property Does Not Work (Doc ID 2039775.1)

Symptoms

I have set the State Model on Cases (BC HLS Case) to 'No Delete' and 'No Update' for the Status = Closed. But I would like to still be able to edit Activities (BC Action). I have followed the instructions in the bookshelf and have:

Left the User Property 'Enable Child Modificationon' = N on the BS State Model Cache.
Added a User Property 'State Model Enable Child Modification' = 'Y' on BC Action.

But the Activities are not editable when the Case Status = Closed

If I change the User Property 'Enable Child Modification' to Y on the State Model Cache BS then ALL the child BC's are editable, but this is not what I want.

The User Property 'State Model Enable Child Modification' does not seem to work.
