Blank Space between Top Applet and Detail Applets

Symptoms

Large spaces appear between form applets and list applets in Open UI.




Steps to replicate
---------------------------------

1. Open Web Tools and create a new Workspace 
2. Go to Applet > query for "SIS Account Entry Applet"
3. Change the applet' web template from "Applet Form Grid Layout" to "Applet Form 4 Column (Edit/New) - Expanded"
    NOTE: To replicate simply change a standard Form Applet to use web template "Applet Form 4 Column (Edit/New) - Expanded".
4. Inspect or deliver the changes.

Results: There is an extra blank space between Applets.
