Workflow For Rules Assignment Having Issue

Symptoms
On : 8.1.1.9 [23016] version, Assignment Manager
The production had a problem and went down, and there is a Standby environment.
We took production database and load it into standby.
We are running Dynamic Assignment with an assignment policy for Assignment Object 'Product Defect'.
We created a few auto assignment rules. Where in Product Defect will be auto assigned to the respective owner based on selection of Product Defect Area and product Defect Subarea. We see the rules are not getting executed properly and it is being assigned to the owner or some random user(employee).
The dynamic assignment is not working, the WorkMon task failed with the following error:
