Invoking Siebel Inbound Web Service Via .NET Code Is Returning Error "SBL-EAI-04313: There is no active Web Service with operation" (Doc ID 2102392.1)

Symptoms

 ISSUE STATEMENT:
----------------------------
Customer used .NET code to invoke a Siebel web service to update Siebel service request. The .NET code passes in the following soap request message into Siebel:

The request arrives into Siebel EAIObjMgr_enu component, but fails with an error.

ERROR MESSAGE:

The error message that occurs with this issue is:

ObjMgrLog Error 1 0000005c56a91fc7:0 2016-01-27 17:57:56 (factory.cpp (676)) SBL-EAI-04313: There is no active Web Service with operation named 'http://siebel.com/COR%20SR%20Update%20Status%20WS:SRStatusUpdate'.

WHERE IT HAPPENED:

The issue happens in customer's Test environment.

LOSS OF FUNCTIONALITY / BUSINESS IMPACT:
------------------------------
Due to the error message, the web service is not being executed by the Siebel application and thus the service request records are not being updated.
