Web Cache Issue In Siebel Open UI - Latest Files Not Downloaded to Client (Doc ID 2113395.1)

After verifying that the latest files were located in both the <hostname>/<objectmgr_enu>/files/custom/, as well as the <App Server>/WebMaster/files/enu/custom folder, the file in question was still not being downloaded to the Client.  Is there any other settings that should be checked?
