When attempting to access siebel application homepage the following error occurs.

The DLL 'ssfafcbc.dll' could not be loaded (SBL-DAT-00170)

The issue can be reproduced at will with the following steps:
1. Install Siebel 16.0 on Redhat Linux 7.2
2. Access the siebel application
