'Hide' and 'Collapse' Buttons Are Missing On Home Page Applets In IP2016 (Doc ID 2168928.1)

Users are unable to use 'Hide' and 'Collapse' buttons because they were removed on purpose/by design for 'Edit layout' feature.

Steps to reproduce:

1) Login to Siebel application;

2) Notice that 'Hide' and 'Collapse' buttons are missing on home page applets:

Upgrade to IP2016.
