The issue can be reproduced at will with the following steps:

1> Go to <siebel_root>/siebsrvr/bin
2> Open "siebsnapw32.cfg" for editing
3> Edit all the parameters according to your environment (Please make sure that the end date is later year e.g 2020)
4> Save the file and close
5> Run the command to gather information as below:

a> For Siebel Server : siebsnap.exe /c siebsnapw32.cfg /s
b> For Gateway Server : siebsnap.exe /c siebsnapw32.cfg /g
c> For Web Server : siebsnap.exe /c siebsnapw32.cfg /w
