Is there any tool/utility to decrypt the database column that has been encrypted with Siebel application? (Doc ID 2173318.1)

Goal

Using Siebel Tools Client and appropriate utilities, specific database column can be encrypted with RC2 or AES. In various scenario, customer would like to decrypt data without using Siebel application for the other application. Can it be done?
