ORA-04031: unable to allocate 4000 bytes of shared memory when running Siebel IP2015 IRM after upgrep (Doc ID 2176310.1)

On : 15.0 [IP2015] version, Upgrade

When attempting to perform IRM after finishing upgrep, the IRM fails and the following error occurs.

DBCLog DBCLogError 1 0000000257aa090c:0 2016-08-10 03:26:11 [tp][ODBC Oracle driver][Oracle]ORA-04031: unable to allocate 4000 bytes of shared memory ("shared pool","UPDATE SIEBEL.S_MERGE_LOG_AT...","sga heap(1,0)","kglsim heap")

The issue can be reproduced only in the customer environment at will with the following steps:
1. Perform upgrade to IP2015
2. Make sure that the upgrep is successful without any errors.
3. Run IRM and check to see if it is successful.

The issue has the following business impact:
Due to this issue, users cannot run IRM and seeing errors which was causing a setback.
