IRM Fails After Upgrep Step On Siebel 16 (Doc ID 2192517.1)

Symptoms

Issue statement:
------------------------
Unable to start the delta repository merge after successful upgrep and back up DB and running db stats

Steps to reproduce:
----------------------------
1. Ran upgrep successfully as part of IRM from 8.1.1.11 to IP 2016 Patchset5 (16.5.0.0.0)
2. Took database back up.
3. Ran db stats
4. when invoked siebupg.exe /m master_upgrep_dev_81111.ucf getting below error

But following error was encountered
