Unable to process record from S_ESCL_REQ Table. (Doc ID 2193762.1)

Symptoms

On : 8.1.1.9 [23016] version, Assignment Manager

We have dynamic assignment configured in our environment., the dynamic assignment is failing with the error SBL-ESC-00054. below is the detail description about the issue.

1. We have configured dynamic Assignment rules in our environment for Assignment Object: Service Request
2. The Assignment policy ASGN: Service Request is active which is associated with the default Assignment Group: Assignment Group
3. We have a custom Monitor Agent which monitors the Assignment Group
4. When the Assignment criteria is met, the record gets created in S_ESCL_REQ table.
5. When the custom monitor agent tries to process the record the task exists with error: SBL-ESC-00054

We have tried the same even with vanilla Workflow monitor agent component but still the error persists.

Server Architecture as below :-
1. It has only one Siebel server running in enterprise.
2. Vanilla Workflow monitor agent component and custom Workflow component resides at same server.
3. Attaching the Component parameters details from the respective environment.

Steps to reproduce :-
1. We cleared the s_escl_req table.
2. Release all the Assignment rules.
3. Made the WFMon components down.
4. Regenerated triggers.
5. Start the WorkMon components.
6. Perform the test.

The issue can be reproduced at will with the following steps:
1. We cleared the s_escl_req table.
2. Release all the Assignment rules.
3. Made the WFMon components down.
4. Regenerated triggers.
5. Start the WorkMon components.
6. Perform the test.
