PRODUCT PROMOTION EXPORT IS TAKING LONG TIME IN IP15

Symptoms
While exporting Promotion, they see a huge performance differences as compared to 8.0.x.
On analysis what we have observed in that the IO ISS Promotion has a new IC Product Promotions Relationship VBC which was not present in 8.0.
The major difference is caused by this IC.
The BS 'ISS Authoring Import Export Service' invoke method: 'ExportFullVOD' took 46sec to complete in 8.0.
In IP15 the same takes 111.467 seconds for the same set of Promotions.
And the major reason is query on this IC Product Promotions Relationship VBC|Execute|10|10970
