Siebel Remote IP16: After Remote DB Initialization completed using Tools, on next Login Tools prompts again for Re-init (Doc ID 2220486.1)

Siebel Remote / Replication / Anywhere - on version: 16.7 [IP2016]

ACTUAL BEHAVIOR
---------------
IP16 - After correctly installing the Siebel Tools and Oracle XE Database, the Remote DB initialization was completed using Siebel Tools:

- a successful initialization of the LOCAL_XE database - prompt to download a new database from server, UpgWiz etc;
- that was followed by a Full Get for Repository objects in that XE DB;
- but the issue observed is that once Siebel Tools session is closed, upon restarting the prompt to initialize that local database extracted on server appears again.


EXPECTED BEHAVIOR
-----------------------
After initialization completed once, there should be no further prompts to download that DB again from server on next login in Tools.

STEPS
-----------------------
The issue can be reproduced in customer environment with the following steps:
1. Install Siebel Tools IP16 and patch to latest PS (16.7);
2. Start Tools to run and complete LOCAL_XE DB initialization;
3. Check that Tools is able to connect fine to that DB, then logout;
4. Re-login into Tools - and see if there is again a prompt to download and initialize database from the server.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Developer users using Tools to initialize Remote DB cannot proceed with further development.
