Goal

First day of the week can be set in Locale or in User Preferences.
This sets the First Day of the week in the weekly calendar correctly, say Monday. However this also sets the First day of the week in the Datepicker popups to Monday. It is a requirement to set the First day of the week to Sunday in Datepickers while in the calendar First day be set to Monday.
