ODBC Driver Error While Installing Siebel Tools 16 On Windows 8

Symptoms
On : 16.0 [IP2016] version
When trying to install Siebel Tools IP16 on windows 8 local machine, installation is successful. However during the local database extract we are getting the dll error.
We get the same error while we try to do a 'Test Connection' for ODBC "LOCAL_XE" .
The file is already there at the specified location but we still get this error.
Please advise if any changes are required to be made in the local environment before the local database extract.
