Siebel OpenUI Accessibility - Background Images Used to Convey Function.

Section 508 accessibility compliant issue in Siebel Open UI version 8.1.1.14.5 .When using Internet Explorer IE 11, there are several icons related to the Siebel grids/data tables that are implemented as an image in the CSS layer (i.e. a CSS background image) instead of an HTML image in the Document Object Model (DOM). This includes the 'sort' and 'lock' icons that appear on the right side of the column header as well as the 4 pagination icons underneath the table. Because these images are implemented as CSS background images, they are not visible when a user turns on Windows High Contrast Mode from their operating system or applies a custom style sheet.

Due to this, functionality of the page is broken when windows high contrast mode is used.

Reproduction Steps:
Steps to turn on the Windows High Contrast Mode.
Click the Start button >and then click Control Panel. > Personalization>
Under the Basic and High Contrast Themes > Select High Contrast

1. Login to Siebel sample Application using Internet Explorer 11
2. Go to any list applet. For Ex Opportunities list applet.
3. When the Windows High Contrast Mode is ON, Navigate to the Opportunity List Applet, the pagination icons are missing.
