Symptoms

On : 8.1.1.10 [23021] version, System Admin

When attempting to add/modify data in siebel , the following error occurs.

ERROR
-----------------------
SBL-DAT-00381: A record that contains identical values to the record you have created already exists.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Siebel schema imported into the target environment
2. DB verified to be in Read Write Mode
3. Try to add/modify an records from Siebel UI

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Siebel App becomes read only.
