Symptoms
When attempting to add/modify data in siebel, the following error occurs. Issue reported after performing DB refresh from production to test
SBL-DAT-00381: A record that contains identical values to the record you have created already exists.
STEPS
The issue can be reproduced at will with the following steps:
1. Siebel schema imported into the target environment
2. DB verified to be in Read Write Mode
3. Try to add/modify an records from Siebel UI
