Siebel Remote: How to Connect Siebel Tools 16.x and Mobile Web Client (MWC) to same LOCAL_XE Database?

After applying the suggestion from (<Document: 2163297.1>) and ensuring the settings in both CFG files are correct, the LOCAL XE database was initialized using Siebel Tools and that completed successfully.
However when attempting to connect to LOCAL_XE client the following error occurs:
In UI: The User ID or Password that you entered is incorrect. Please check the spelling and try again.
In log file (siebel.log):
SBL-DCK-00163: Error loading dictionary
SBL-DAT-60237: Error loading dictionary file diccache.dat.
The issue can be reproduced at will with the following steps:
1. Start Siebel Tools and perform LOCAL_XE Database initialization from server - ensure that completes with no errors.
2. Open LOCAL_XE client.
The issue has the following business impact:
Due to this issue, users cannot login to LOCAL_XE database using Siebel Mobile Web Client.
At some point also, an attempt was made to copy the diccache.dat file from Siebel Server BIN location to BIN folder on Client - but that did not help avoiding that problem.
