Date Format Changes When Leaving Control on a List Applet (Doc ID 2267484.1)

On : 16.6 [IP2016] version, Client Functionality

ACTUAL BEHAVIOR
---------------
After upgrade from Siebel 8.0 to siebel open UI IP2016, have an issue with date format on control blur.

When the list applet loads, the date controls have the expected format which is DD/MM/YYYY HH24 :MI :SS (20/04/2017 17:47:29).


When focus on a date control (long or short date), the date format still correct (DD/MM/YYYY HH24 :MI :SS).

When leaving the control and focus on another control which is in the same record or in another record, the date format changes from DD/MM/YYYY HH24 :MI :SS to YYYY-MM-DD HH24 :MI :SS.

EXPECTED BEHAVIOR

When leaving the control and focus on another control which is in the same record or in another record, the date format should not change.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. Navigate to Activity List Applet
2. Create new record
3. Add the required fields
4. Step off the record
5. The date format doesn't change

BUSINESS IMPACT

The issue has the following business impact:


Due to this issue, users cannot view correct date format.
