SBL-DAT-00170 Dll Could Not Be Loaded Error Message Error Intermittently Occurring In Any Navigation; SBL-GEN-02500 Error May Be Found; Core Dump Files Are Limited to 2GB (Doc ID 2270289.1)

Symptoms

The error SBL-DAT-00170 is intermittently occurring while user is doing navigation through the application.
It is not possible to reproduce the issue, and the error is occurring with different .dll (library) files. 

In the Siebel Object Manager log files we can see the below errors : 

ObjMgrMiscLog Warning 2 000000145bb1122c:0 2018-10-01 09:19:30 (objdef.cpp (9242)) The DLL 'sscaesbc.dll' could not be loaded.(SBL-DAT-00170)

- OR -

ObjMgrLog       Error   1       0000000262b612bb:0      2022-06-24 12:06:16     (model.cpp (4329)) SBL-DAT-00227: Unable to create the Business Service 'Smart Script Execution Cleanup' 

The following error can also be found on the Siebel component logs which triggers the SBL-SEC-10018 error:

Can't load sscdo90(SBL-GEN-02500)

Siebel processes on Linux 64-bit OS can grow up to 3.99 GB in size but core dumps are found with 2,097,152 KB (2 GB), this is unexpected when no limitations are set. Strace of the failure will show the mapping (mmap/mmap2) of the loaded library to fail with an error of either ENOMEM or EACCESS.
