ACTUAL BEHAVIOR

The characters in gv$session table are invalid
EXPECTED BEHAVIOR

The characters in gv$session should be legible
STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Install IP 15.18
Install POC for Patch 25606458 for the Crash issue OCISQLTAG > 1 ON AIX
change evtloglvl OCISQLTag = 5 for comp sccobjmgr_enu
Login to the Application.
Query and look for session information:
SELECT CLIENT_IDENTIFIER, ACTION, MODULE, SECONDS_IN_WAIT FROM gv$session
select CLIENT_IDENTIFIER, ACTION, MODULE, SECONDS_IN_WAIT from v$session
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Siebel Administrators are unable to capture User's session.
