Siebel Marketing Schedule Campaigns Are Not Executing Via Programs And Recurring Campaigns

Symptoms
Siebel Marketing Campaigns were not being executed and the reoccurring campaigns were not being created.
The issue can be reproduced by the following steps:
1. Create the Program
2. Design the Program with Stage, Campaign and List.
3. Navigate to Schedule->Activity List, Create Activity with Type as Stage Execution
Activity Type: Stage Execution
Start:
End:
Stage:
Frequency: Daily
Active Flag : Yes
4. Once we create the Activity, System Tasks will create like below Order wise and status has set to Complete. But this is not happening.
a. Stage Execution
b. Campaign Load
c. Campaign Launch
d. Wave Launch
