Application URL fails to come up after fresh installation and configuration
We installed Siebel IP14 with PatchSet11 on one of our AIX servers for a new environment. Installation of enterprise, gateway and logical profile were completed. Gateway/siebsrvr and web server configurations have been done. Gateway comes up without issues. siebsrvr comes up without issues. However, url says server busy error. Database is working fine. ODBCSQL is successful.
Please continue or ask your systems administrator to check your application configuration if the problem persists.

The issue can be reproduced at will with the following steps:
1. After upgrade
2. Perform siebel, swse & webserver configuration.
3. Hit URL gives server busy error
The issue has the following business impact:
Due to this issue, users cannot able to login.
New Installation with different user group for installation directories.
