Application URL fails to come up after fresh installation and configuration

User installed Siebel IP14 with PatchSet11 on one of their AIX servers for a new environment. Installation of enterprise, gateway and logical profile were completed. Gateway/siebsrvr and web server configurations have been done.
Gateway comes up without issues. Siebsrvr comes up without issues. However, url says server busy error. Database is working fine. ODBCSQL is successful.



1. After upgrade, perform siebel, swse & webserver configuration.
3. Hit URL gives server busy error


 New Installation with different user group for installation directories.
