ORA-12154 Unable To Initialize Local Db When Setting Up A Developer As Remote User in IP 2016

When attempting to initialize the siebel local database, the following error occurs in Siebel Tools log file.



The issue can be reproduced at will with the following steps:
1) Created a mobile user
2) Generated new db
3) Created a new database extract
4) Login into Tools and connect to Local_XE to download extracted database
