LOCAL_XE Database Initialization Fails for an User

On a Test environment, after creating the user on the SQL Server Database for the Remote node, synch credentials work to allow downloading the extracted database.
But Upgrade Wizard fails with error at the 'Importing user data' stage.

"Upgrade Wizard did not complete successfully. Please examine the log file for details (...)"

- in detailed logs:
[tp][ODBC Oracle driver][Oracle]ORA-00001: unique constraint (SIEBEL.S_REP_TMPL_PSTN_U1) violated


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup Siebel Remote and define Mobile Client node;
2. Run GenNewDB and DbXtract for that node;
3. Start Mobile Web Client to synchronize and start the Local XE Database Initialization;
4. Observe the error in 'Importing user data' step.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Mobile users cannot have their LOCAL XE databases initialized, thus delaying testing.
