Import Workflow Option Is Inactive In Siebel Tools For Siebel 17 Innovation Pack

Trying to import a workflow process in the Siebel tools but I can see that the import workflow process option is inactive and I am not able to import any workflow processes.
Can you please let me know how to activate the option of importing the workflow process?
