Symptoms

 While upgrading to Siebel IP17, the upgphys may fail while enabling workspaces with the following error:

ODBC driver: seor827.dll version 07.15.0159 (B0270, U0182)
UPDATE SIEBEL.S_LST_OF_VAL set WS_SRC_ID=ROW_ID , WS_ID='1@90620' , WS_MIN_VER=0 , WS_MAX_VER = 10000
ODBC error 23000 in SQLExecDirect:
[tp][ODBC Oracle driver][Oracle]ORA-00001: unique constraint (SIEBEL.S_LST_OF_VAL_U1) violated

or

[tp][ODBC Oracle driver][Oracle]ORA-00001: unique constraint (SIEBEL.S_LST_OF_VAL_U2) violated
