IP2017 - Migration Installation - BootstrapUtility Returns "Timeout Occurred"

Information in this document applies to any platform.
The following steps have been performed in order to reproduce this issue:
1. Generate the certificates using FQDN
2. Perform migration installation of SWSE to AI 17.0 on D:\ drive
3. Perform migration installation of SES to 17.0 on D:\ drive
4. Try to run the bootstrap command manually as stated in the document IP2017 Migration Installation Fails to Migrate Enterprise and Siebel Server Profiles when Previous Siebel Installed on Different Drive Instead of C: Drive (Doc ID 2317145.1)
