Import Test Script fails with error SBL-APS-52032

Symptoms
When trying to setup automation testing, an error occurs when trying to import test scripts.
On the UI after click Import the following error appears:
STEPS
1. Login to Siebel Application with ?SWECmd=AutoOn
2. The Siebel Application is loaded with the Camcorder icon on top right corner
3. Click on Camcorder icon to open the Recording panel.
4. Click on Record button, execute some navigation on the UI and Save the recording.
( The record can be observed on Siebel Server folder siebsrvr/kwd/<Siebel User ID>)
5. Now click on the Scripts button on the recording panel to show the Test Script recorded
6. Select the recording
7. Click Import button, the pop up message "SBL-APS-52032: 0 script (s) imported and archived" shows up indicating that it failed to import the script
