Tools Workspace checkpoint/deliver are not enabled for LOV's (Doc ID 2337103.1)

Goal

We are  Unable to checkpoint/deliver the developer workspace or integration workspace with just the LOV changes.
Also When we tried rebasing the other integration workspaces, the LOV change wasnt shown as a conflict.
