Symptoms

On : 17.2 [IP2017] version, Configuration - General

ACTUAL BEHAVIOR
---------------
The customer is running Full Publish for adding additional language.

In siebdev.log : SBL-DAT-60292: Root workspace is not editable, and Siebel Tools is stuck "no responding".

EXPECTED BEHAVIOR
-----------------------
Fullpublish should complete successfully.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
