The Inspect Button Is Not Working In Web Tools For Changes in Application Object

Symptoms
The Inspect Workspace functionality is not working, changes made in Web Tools or Siebel Tools are not seen when inspecting the workspace.
The behavior can be replicated at will with the following steps:
1. Log in Web Tools or Siebel Tools.
2. Create a new workspace and then open the workspace.
3. Navigate to Application Object and query for "Siebel Universal Agent" Application.
4. Disable any of the Application Find Objects.
5. Disable a Page Tab.
6. Log in to Call Center Application.
7. Open the modified workspace.
8. Select Inspect.
9. Navigate in the application and verify the changes are visible, notice that the changes are not seen.
Changes
Create a new workspace and perform any change at Application Level.
