Symptoms

New Standard Workflow Process "File Transfer Workflow" is Blank in the Upgraded Dev Environment.

Below are the steps to see this behavior:
1. Login into Siebel Tools.
2. Navigate to Workflow Process and query for workflow "File Transfer Workflow".
3. Right Click > Edit workflow process. It shows blank.
