How to start the Java container (Tomcat) in Siebel Server? (Doc ID 2357092.1)

As for this system configuration, there are AP server and DB server, and the following components are introduced at the time of installation.

　AP server    SWSE/Siebel Server (EAI, Workflow, FINS)
　DB server    Gateway Name Server/Siebel Server (Workflow)

Since the war file introduced by patch to both the AP / DB server was introduced, it was applied to both servers according to the procedure of README.html, but the AP server could be applied without problems, but it can be applied on the DB server did not.
In the situation, it says that the following directory will be created after starting Siebel Server, but it was not created.

　　/user/Siebel/16.0.0.0.0/ses/siebsrvr/javacontainer/javacontainer1/webapps/siebel-eaioutbound


Please tell us why the directory is not created
