Executing Siebel upgrade (IRM) from 126.96.36.199 to 17.5 [IP2017] version. Siebel database is non unicode.
When attempting to run the repository merge, a dialog box pops up displaying the error: "Cannot access database".
There was no issue with the database server, the db was up and running.
The following error was found in siebdev.log file:
Specified driver could not be loaded due to system error 8: Not enough storage is available to process this command. (Siebel Oracle90, C:\Siebel\188.8.131.52.0\Client\bin\seor827.dll).
