Repository Merge Fails with Message "cannot connect to the database" and "Specified driver could not be loaded due to system error 8: Not enough storage is available to process this command" (Doc ID 2363980.1)

Siebel CRM - Version 17.4 [IP2017] and later
Information in this document applies to any platform.

Symptoms

Executing Siebel upgrade (IRM) from 8.2.2.14 to 17.5 [IP2017] version. Siebel database is non unicode.

When attempting to run the repository merge, a dialog box pops up displaying the error: "Cannot access database".

There was no issue with the database server, the db was up and running.
The following error was found in siebdev.log file:

ERROR
-----------------------

Specified driver could not be loaded due to system error 8: Not enough storage is available to process this command. (Siebel Oracle90, C:\Siebel\8.2.2.14.0\Client\bin\seor827.dll).

In more recent Siebel versions, the message slightly changed to:

Specified driver could not be loaded due to system error  8: Not enough memory resources are available to process this command. (Siebel Oracle90, C:\Siebel\Tools\bin\seor827.dll)
