IP 2017 Applet Web Template Preview (Edit Web Layout) is Blank when there are HTML Tags in the Control

Symptoms
After migration from Siebel 8.0 to IP2017, the Applet Web Template Preview (Edit Web Layout) is blank when all the controls are added to the web layout.
The Applet Web Template Preview (Edit Web Layout) should not be blank, and it should is display the controls added the web template.
The behavior is reproducible in house with the below steps:
1. Go to Web Tools.
2. Create a workspace.
3. Update any control's "Caption - String Override" property to contain HTML tags
e.g. SIS Account Entry Applet
Name = Name
Caption - String Override = <font color='red'>Account Name</font>
4. Go to Applet Web Template view, click the Pencil icon to open the Applet Web Template Preview (Edit Web Layout in pre IP17)
5. Note that the Web Layout is blank.
