Symptoms


On IP17 (hence CRM 18, 19, 20 as well) As part of upgrep, Siebel Tools Client for IRM fails with the error below.

ObjMgrSRFLog Error 1 000000025aaa0c10:0 2018-03-15 11:59:16 (cdf.cpp (2462)) SBL-DAT-00142: Could not open repository file 'c:\Siebel\Tools\objects\enu\siebel_sia.srf'.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run upgrep.
2. At IRM step, it fails with the mentioned error.
Non enu language is being used as base
